The California Water Crisis is forged by political action groups up and down the state.  Here in the San Joaquin Valley and particular Kern County the surface water issue has taken on a life of its own.  Some not all farmers are yelling for more California aqueduct  water while their groundwater sits idle because of its saline nature.  My suggestion is cultivate saline tolerant plants such as olives, pomegranates, figs and pistachios.  Not all farms are members of a water district and/or allowed to be members.
